In the FDA’s own Traceability Readiness Tabletop Exercises, conducted with 15 companies in early 2026, six in ten participants failed to keep a consistent Traceability Lot Code across every Critical Tracking Event they performed. In addition, most couldn’t produce a complete, accurate lot code source when tested against a simulated FDA request. This highlights that there is still work to do: data linkage remains a common struggle, even for enterprises actively working toward compliance.
However, retailers aren’t waiting. Walmart began requiring suppliers to submit Advance Shipping Notices with FSMA 204-aligned data, along with standardized pallet labels, as of August 1, 2025. Kroger set an equivalent standard even earlier, in late 2023, and grocers including H-E-B, Aldi, Meijer, Publix, and Wegmans have set their own deadlines ahead of the federal timeline too.
Foodborne illness now costs the U.S. economy an estimated $74.7 billion a year, according to USDA’s Economic Research Service. That risk isn’t abstract: a 2026 cyclospora outbreak linked to contaminated lettuce sickened more than 11,000 people across 20 states and triggered a nationwide recall, the kind of event traceability is built to contain. The businesses that are ready before 2028 are already ahead of the ones counting on the extension.

What is FSMA 204 and who does it apply to?
FSMA 204 is Section 204 of the Food Safety Modernization Act, implemented through the Food Traceability Final Rule. It requires businesses handling foods on the Food Traceability List (FTL) to keep additional records. As a result, the FDA can trace a contaminated product back through the supply chain in days rather than weeks. It applies to any business that manufactures, processes, packs, or holds a listed food, regardless of company size, location, or where in the supply chain it sits. A product containing a listed ingredient in the same form it appears on the FTL is in scope too, and foreign suppliers shipping into the U.S. market are covered on the same basis as domestic ones. Paper records remain technically compliant, but in practice, there are many reasons to move onto a digital paradigm.
